Connecticut Academy of Science and Engineering

The Connecticut Academy of Science and Engineering (CASE) contracted with the Connecticut Clean Energy Fund (CCEF), on behalf of the Renewable Energy Investment Board, to conduct a study required by Public Act 08-168, An Act Concerning Energy Scarcity and Security, Renewable and Clean Energy and a State Solar Strategy.  CASE contacted CERC’s research team to serve as the Study Management Team. 

The act required the study to determine the best way for the state to organize around energy issues, and achieve energy policy goals while still fostering the state’s economic competitiveness. 

CERC had responsibility for the following tasks:

  1. Highlight Connecticut’s energy policy history
  2. Provide an overview of Connecticut’s current energy leadership structure
  3. Interview key contacts and research best practices in other states regarding energy organization and program implementation
  4. Facilitate focus group sessions to gather input from Connecticut’s energy stakeholders
  5. Participate in meetings with the study committee, who developed recommendations
  6. Compile the research inputs and recommendations into a report in conjunction with CASE.
  7. Present the research to the Energy & Technology Committee of the General Assembly

The report recommended restructuring Connecticut’s current energy leadership by reorganizing and combining current programs and entities while also appointing a Secretary of Energy.  The Energy & Technology Committee is considering the recommendations at this time.
