Critical to the effectiveness of any regional economic development strategy is the creation of sector-targeted policies and programs, ones aimed at strengthening specific industries vital to a region's economic performance.

Industry targeting is usually carried out to meet two different needs. One is strengthening key regional industries- either assisting those undergoing structural changes or helping healthy industries maintain their competitive position. The second focus is supporting industries with a small regional presence but with the potential for significant growth.
